STARS TO EXPERIMENT AT "PENN NATIONAL 100"!!!

This year's running of the STARS National DirtCar Racing League sanctioned $10,000 to win "6th Annual Penn National 100" at Pittsburgh's Pennsylvania Motor Speedway near Pittsburgh, PA on Saturday, July 17 will have a slightly different look to it this year. STARS President Rick Gross along with P.P.M.S. officials have agreed to "experiment" with engine rules and tire rules for this year's event. Driver's competing in this year's "Penn National 100" will have three different engine options to choose from and will have to race on a mandated tire. The engine option's include the STARS National DirtCar Racing League "Open Engine" Option, the P.P.M.S. "Spec. Engine" Option and an "Open Engine-Restrictor Plate" Option. Driver's will also be mandated to use Hoosier D-55 Economy tires on all four corner's of their car throughout the night. In addition, the tires will have to meet a declared duromoter hardness prior to each event.  "The P.P.M.S. official's and myself have been discussing this for the past few years", stated Gross. "We have agreed to use these engine options and mandated tire for the "Penn National 100" as an experiment only. This doesn't mean that we are going to change our rules by doing this, it just is an experiment only. I just want to see if mixing the three types of engine options and mandating a certain tire will work or not. That's all there is to it."

ENGINE SPECIFICATIONS FOR THE "1999 PENN NATIONAL 100"

#1: Pittsburgh's Pennsylvania Motor Speedway "Spec. Engine" Option

(A) ALL cars using the P.P.M.S. "Spec. Engine" Option MUST adhere to ALL "Spec. Engine" Rules as described in the 1999 Pittsburgh's Pennsylvania Motor Speedway Rulebook.

(B) ALL cars using the P.P.M.S. "Spec. Engine" Option MUST weigh a minimum of 2200 lbs. with driver after the race.

(C) ANY P.P.M.S. "Spec. Engine" car finishing in the Top Five (5) of the

1999 "6th Annual Penn National 100" WILL BE subject to a post-race engine inspection/teardown.

#2: "Open Engine-Restrictor Plate" Option

(A) ALL cars using the "Open Engine-Restrictor Plate" Option MUST use a one and one-eighth inch (1 1/8") restrictor plate (provided by STARS at a cost of $25-phone STARS at 330-682-3053 or phone Interstate 79 Speedway at 304-592-0916 or 304-592-3200) with one (1) one inch (1") Moroso spacer (Part #64930 or Part #64940) that MUST be installed above the restrictor plate. Restrictor plate and spacer CANNOT be cut or modified in any way. NO "funnels" permitted in spacer.

(B) Intake plenum MUST remain open. NO welding, "build-up" or grinding permitted. NO holes or extra plumbing permitted. NO moving parts inside of the intake permitted.

(C) Rear spoiler on any car using the "Open Engine-Restrictor Plate" Option MAY BE twelve inches by seventy-two inches (12"x72") MAXIMUM.

(D) ALL cars using the "Open Engine-Restrictor Plate" Option MUST weigh a minimum of 2200 lbs. with driver after the race.

#3: STARS National DirtCar Racing League "Open Engine" Option  (A) ALL cars using the STARS National DirtCar Racing League "Open Engine" Option MUST adhere to ALL "Open Engine" rules as described in the 1999 STARS National DirtCar Racing League Rulebook.

(B) ALL cars using the STARS National DirtCar Racing League "Open Engine" Option MUST weigh a minimum of 2200 lbs. with driver after the race.

ALL DRIVERS MUST CLAIM THEIR ENGINE OPTION AT PILL DRAW!!!

TIRE SPECIFICATIONS FOR THE "1999 PENN NATIONAL 100"

(A) ONLY Hoosier D-55 Economy tires (front and rear) are permitted.

(B) A minimum durometer hardness will be declared race night and announced at the driver's meeting.

(C) Tires will be duromoetered in the staging area prior to each event.

(D) NO chemical treatment or conditioning of tires permitted.

Saturday, July 17, 1999 : STARS-Sanctioned Penn National 100: Adults:$28, Student (13-16) $15, Children (6-12) $4.00, and Children under Six are FREE. Pit Admission is $33. There will be a full program including Time Trials for the Late Models, with heats, dash, and B-Mains plus the 100 lap feature event. Features only will be run for the Limited Late Models, M. Stahl E-Mods, and Schneider Truck Spectator Stocks. Gates open at 4:30 pm with Time Trials at 6:30 and racing to follow. The Pit Gates will open at 4:00pm.
